COLLINS]:\nSUBJECT: The City Council will consider approving Amendment No. 5 to\nthe Agreement for Services with Lehrer Architects to provide architectural\nand engineering services for the Log Cabin site located at 617-621 N.\nRobertson Boulevard to increase the compensation and extend the term\nof the Agreement.\nRECOMMENDATIONS: 1) Approve Amendment No. 5 to the Agreement\nfor Services with Lehrer Architects to provide architectural and\nengineering services for the Log Cabin site located at 617-621 N.\nRobertson Boulevard to increase the contract amount of $1,074,465 by\n$500,000, for a new total of $1,574,465 to cover the costs of providing\nadditional services and extend the term by 24 months; and 2) Authorize\nthe City Manager or designee to execute documents incident to the\namendment to the Agreements.

MURRAY]:\nSUBJECT: The City Council will consider the approval of a public interest\nsubsidy agreement with Project Angel Food to support the renovation and\ncapital improvements of their commercial kitchen facility for the provision\nof home-delivered meals to vulnerable community members.\nRECOMMENDATIONS: 1) Approve a public interest subsidy agreement\nwith Project Angel Food in substantially the form attached for a one-time\ncontribution of $400,000 to assist with the renovation and capital\nimprovements of their commercial kitchen facility for the provision of\nhome-delivered meals to vulnerable community members and authorize\nthe City Manager or designee to finalize and execute documents incident\nto the Agreement; and 2) Authorize the Director of Finance and\nTechnology Services to allocate $400,000 from unallocated General Fund\nreserves for this contribution.

HAMANT]:\nSUBJECT: The City Council will consider approving the award of a\nConstruction Agreement to PCL Construction Services, Inc. to complete\nthe 8305 Santa Monica Boulevard Build-Out Project.\nRECOMMENDATIONS: 1) Approve a Construction Agreement with PCL\nConstruction Services, Inc. to complete the 8305 Santa Monica Boulevard\nBuild-Out Project in the amount of $1,732,344 and add a 20% contingency\namount of $346,468.80 for a total not-to-exceed amount of $2,078,812.80;\n2) Authorize the Director of Finance & Technology Services to allocate\n$955,872.34 from unallocated reserves in the Capital Fund to account\nnumber 301-4-08-55-702032 for the 8305 Santa Monica Boulevard Build-\nOut Project; 3) Authorize the Facilities and Field Services Division\nManager to approve Change Orders to the Agreement; and 4) Authorize\nthe City Manager, or designee, to execute all documents incident to the\nAgreement.

F.5. EVALUATION OF IMPROVEMENTS TO ENCROACHMENT PERMIT\nCOMPLIANCE FOR CONSTRUCTION-RELATED ACTIVITIES [L.\nMEISTER, Y. QUARKER, A. LOVANO, J. DEL TORO]:\nSUBJECT: The City Council will consider directing staff to evaluate\nimprovements to the encroachment permit process in order to strengthen\ncompliance and address construction-related violations of public right-of-\nway regulations.\nRECOMMENDATIONS: 1) Direct staff to evaluate and identify potential\nimprovements to the encroachment permit process for projects of all sizes\nfrom small residential projects to large-scale developments to strengthen\ncompliance and address construction-related violations of public right-of-\nway regulations; and 2) Return to the Council with proposed\nimprovements for consideration.

F.6. REFORMING HOUSING APPROVAL AND PERMITTING PROCESSES\nTO ENCOURAGE HOUSING PRODUCTION [J. ERICKSON, Y.\nQUARKER, A. LOVANO]:\nSUBJECT: The City Council will consider several reform measures to\nexpedite the City’s Planning and Building & Safety approval and permitting\nprocesses to speed up and encourage housing production in the City.\nThese reforms include several policy changes and administrative changes\nto update the City’s processes and re-enforce West Hollywood as a pro-\nhousing city.\nRECOMMENDATIONS: 1) Direct staff to prepare a Zone Text\nAmendment to streamline the review and approval process for residential\nprojects with fewer than 100 units, and mixed-use projects with fewer than\n100 units and less than 30,000 square feet of non-residential floor area,\nincluding: changing the review authority for such projects from the\nPlanning Commission to the Director of Community Development,\neliminating requirements for a neighborhood meeting, and allowing only\none appeal to the City Council (Short term priority, about six to nine\nmonths); 2) Direct staff to evaluate and draft a Zone Text Amendment to\ncreate a ministerial approval process for residential projects with fewer\nthan 100 units, and mixed-use projects with fewer than 100 units and less\nthan 30,000 square feet of non-residential floor area that are compliant\nwith the General Plan and Zoning Code (Long term priority, about two\nyears); 3) Direct staff to explore ways to streamline maximum housing\nproduction in accordance with Recommendations 1 and 2, while\ndiscouraging under-building of housing for parcels included on the sites\ninventory; 4) Direct staff to prepare a Zone Text Amendment to eliminate\nparking minimums throughout the City (Short term priority, about six – nine\nmonths); 5) Direct staff to amend current City processes to allow\ndevelopers to apply for planning entitlements and building permits\nconcurrently for new residential and mixed-use projects that do not require\nlegislative action (Short term priority, about six months); 6) Direct staff to\ncreate and publish informational materials to encourage applicants to\narrange for a pre-filing meeting prior to submitting a development\napplication (Short term priority, about six months); 7) Direct staff to track\nstate and local efforts to amend stairway egress building codes, and, in\ncollaboration with Los Angeles County Fire Department, evaluate\nestablishing an Alternate Materials and Methods bulletin for the\nconstruction of “single stairway” apartment buildings of up to six stories\n(Medium term priority, about one year); 8) Direct staff to research and\nreport back to Council with options for a self-certification program for\nlicensed professionals to expedite permits for residential, commercial, and\nmixed-use developments (Medium term priority, about one year); 9) Direct\nstaff to monitor and track similar streamlining efforts underway in the cities\nof Los Angeles, Santa Monica, and other local jurisdictions to determine if\nadditional measures can be implemented to further support the\ndevelopment of new housing in the City; 10) Direct staff to provide\nquarterly updates to the Council on the number of development permit\napplications and average processing times for different types of\napplications, including those from Planning, Building & Safety, and\nEngineering; and 11) Direct staff to provide an update to the Council\non these initiatives and any other streamlining efforts currently underway\nwithin 120 days.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to coordinate with\nGuinness World Records and event partners to organize an attempt to\nbreak the world record for the most attendees at a Drag Story Hour event\nin 2026.\nRECOMMENDATIONS: 1) Direct staff to coordinate with Guinness World\nRecords and event partners to organize an attempt to break the world\nrecord for the most attendees at a Drag Story Hour event in 2026; and 2)\nDirect staff to report back to the City Council with proposed event details,\nwhich would include proposed date, format, budget, partnership\nopportunities, and other pertinent information.
