11.10 Consideration of a Resolution Approving a Letter of\nAgreement (LOA) with the Los Angeles Metropolitan\nTransportation Authority for the Reconnecting Communities\nand Neighborhoods Project\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution approving a Letter of\nAgreement (LOA) between the City of Bell Gardens and the Los\nAngeles County Metropolitan Transportation Authority for the\nReconnecting Communities and Neighborhoods Project for\nbus shelter improvements along Florence Avenue; and\n2. Authorize the City Manager to execute the LOA and all related\ndocuments necessary to implement the project, in a form\napproved by the City Attorney.\nCONCLUSION: If the LOA is approved, staff will process it for\nsignatures and transmit it to LACMTA.\nFISCAL IMPACT: None. 11.11 Consideration of a Resolution Approving a Permanent Street\nEasement and Temporary Construction Easement Agreement\nwith Levine, Zittrer and Schumer LLC\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute the Purchase Agreement, Grant Deed and Temporary\nConstruction Easement documents with Levine, Zittrer and Schumer,\nLLC, for the acquisition of a portion of private property at 8438\nEastern Avenue for right-of-way for the Garfield Avenue and Eastern\nAvenue Intersection Improvements Project.\nCONCLUSION: Adopting the attached Resolution will allow the City to\nacquire the necessary property to proceed with construction of the\nProject\nFISCAL IMPACT: Existing I-710 Early Action Project Grant funds of\n$34,341 are available for right-of-way acquisition and administrations\ncost.\nATTACHMENTS:\nExhibit 1 – Resolution 2025-93\nExhibit 2 – Agreement\nExhibit 3 – Project Site Plan

11.12 Consideration of a Resolution Approving a Second\nAmendment to Water System Operation and Maintenance\nContract Agreement with Liberty Utilities (Park Water) Corp.\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute the Second Amendment to the Water System Operation\nand Maintenance Contract Agreement with Liberty Utilities (Park\nWater) Corp. for the City’s Municipal Water System.\nCONCLUSION: Approval of the Second Amendment will extend the\nterm of the O&M Agreement through December 31, 2025, to allow the\nCity to undergo a competitive solicitation process.\nFISCAL IMPACT: Funding for the Water System’s operation and\nmaintenance services is available in the FY 2025/26 budget.\nATTACHMENTS:\nExhibit 1 – Resolution 2025-94\nExhibit 2 – Second Amendment with Exhibits

11.13 Consideration of a Resolution Appointing a Member and\nAlternates to the Governing Board of the Los Angeles Gateway\nRegion Integrated and Rescinding Resolutions No. 2023-41\nand 2024-04\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil:\n1. Adopt the attached Resolution appointing a Member and\nAlternates to the Los Angeles Gateway Region Integrated\nRegional Water Management Joint Powers Authority (GWMA)\nGoverning Board; and\n2. 11.14 Consideration of a Resolution Approving a Contract Services\nAgreement with West Coast Arborists, Inc. for Citywide Tree\nMaintenance Services\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Contract Services Agreement with West Coast Arborists,\nInc. (“WCA”) for Citywide Tree Maintenance Services.\nCONCLUSION: Based on West Coast Arborists, Inc.’s proposal rating,\nstaff is recommending that the City Council award West Coast\nArborists, Inc. a three-year Contract Services Agreement, effective as\nof October 12, 2025, with two optional one-year extensions, for an\nannual amount not-to-exceed $337,719 to provide citywide tree\nmaintenance services.\nFISCAL IMPACT: The annual Contract Services Agreement cost is\n$337,719, which will be split between two fiscal years. The current FY\n25/26 budget includes $235,000 from the General Fund for tree\nmaintenance services. 11.15 Consideration of Resolution Approving an MOU with Support\nand Feed, Inc. for the Free Farmers' Market Initiative Program\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Memorandum of Understanding (“MOU”) with Support\nand Feed, Inc.\nCONCLUSION: The Free Farmers Market Initiative is a program that is\ndeveloped to improve food security, reduce food waste, and expand\naccess to plant-based nutrition, at no cost, for the City’s residents and\nmembers of the surrounding community. The Farmers Market was\ninitiated last December and has been a well-received addition to the\nprogramming offered to the residents of Bell Gardens.\nFISCAL IMPACT: None. 11.6\nConsideration of a Resolution Approving a Third Amendment\nto the Professional Services Agreement with WSP USA, Inc.,\n(WSP; Formerly Wood Environment & Infrastructure Inc.) for\nEnvironmental Remediation Consulting Services for 56005636 Shull Street (Former Oil Berk Site)\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution authorizing the City Manager\nto execute a Third Amendment to the Master Agreement with WSP\nUSA, Inc. (WSP; Formerly Wood Environment & Infrastructure Inc.).\nCONCLUSION: Consultant has provided valuable consulting services\nto the City and has a deep understanding of the environmental\nactivities that have taken place at the Site. Based on their work to\ndate and the additional steps needed to continue helping the City\ncoordinate remediation of the Site, staff recommends that the City\nCouncil approve a Third Amendment to increase the not-to-exceed by\n$391,500 and recommends a termination date of February 28, 2026.\nFISCAL IMPACT: Adoption of the attached Resolution and Third\nAmendment would have no fiscal impact to the City as consultants\nand other parties would be supported in full by the ECRG Grant funds\nwhich would not otherwise be available to the City.\nATTACHMENTS:\nExhibit 1- Resolution No. 2025-89\nExhibit 2- Third Amendment to Professional Services Agreement

11.8\nConsideration of a Resolution Approving Grant Agreement No.\nPT26105 Between the City of Bell Gardens and the California\nOffice of Traffic Safety\nRECOMMENDATION: It is staff’s recommendation that the City\nCouncil adopt the attached Resolution approving Grant Agreement\nNo. PT26105 with the State of California - Office of Traffic Safety.\nCONCLUSION: This is the ninth consecutive year that the Police\nDepartment has been awarded a STEP Grant from OTS. As a result of\nlast year’s grant funding, the Police Department was able to create a\nTraffic Safety Program that resulted in a decrease in overall traffic\ncollisions, purchase a new DUI trailer, and was able to assign\nadditional police personnel for traffic enforcement operations\nthroughout the City. This new grant funding will allow the Police\nDepartment to continue its proactive education and enforcement\nefforts in hopes of further reducing injury traffic collisions and\nimproving the safety of the community.\nFISCAL IMPACT: The City will receive $125,000 from OTS’s FY 2025-26\nSTEP Grant Program. This is a reimbursable grant which, upon\nadoption of the attached Resolution and approval of Grant\nAgreement PT26105, will be designated for use by the Police\nDepartment to purchase equipment, provide training, and cover\novertime costs for education and enforcement details.\nATTACHMENTS:\nExhibit 1 - Resolution No. 2025–90\nExhibit 2 - Grant Agreement

11.9\nConsideration of a Resolution Authorizing the City of Bell\nGardens to Participate in the Memorandum of Agreement\nBetween the Los Angeles Interagency Metropolitan\nApprehension Crime Task Force and the Los Angeles County\nProbation Department for Community Probation Supervisory\nLaw Enforcement Mutual Aid\nRecommendation: It is staff’s recommendation that the City Council\nadopt the attached Resolution authorizing the Chief of Police to\nparticipate in the Memorandum of Agreement between the Los\nAngeles Interagency Metropolitan Apprehension Crime Task Force\nand the Los Angeles County Probation Department for Community\nProbation Supervisory Law Enforcement Mutual Aid.\nConclusion: If the Chief of Police is authorized to participate in the\nMOA, the City will work with LA Impact and Probation to improve\npublic safety and ensure effective community supervision of adult\nprobationers.\nFiscal Impact: The City will be reimbursed for expenses incurred.\nAttachments:\nExhibit 1 - Resolution No. 2025-91\nExhibit 2 - Memorandum of Agreement

12.1\nLocal Commission Appointment List\nRECOMMENDATION: It is staff's recommendation that the City\nCouncil review the Commissions Appointments List and by motion,\nremove commissioners and/or make appointments to the posted\nvacancies.\nCONCLUSION: After an appointment is made, Commission members\nwill receive their Oath of Office before beginning service with their\nrespective Commission at the next regularly scheduled Commission\nmeeting. 12.2\nReorganization and Selection of Mayor/Chairperson\nRECOMMENDATION: The City Council may consider by motion to\norganize and select a Mayor/Chairperson and Mayor Pro Tem/Vice\nChairperson at such time as majority of the Council shall so order per\nBell Gardens Municipal Code 2.04.020(c).\nCONCLUSION: Bell Gardens Municipal Code 2.04.020(c) and\nGovernment Code 36801 provides Council the option to organize and\nselect a mayor/chairperson and mayor pro tem/vice chairperson at\neither: (1) the first regular meeting in December in odd-numbered\nyears; (2) at the time designated by applicable provisions of the\nGovernment Code for even-numbered years; or (3) at such other time\nas a majority of the council shall so order.\nFISCAL IMPACT: None.\nATTACHMENT: None.
