A\ntotal of nine (9) proposals from various qualified companies was received. After reviewing\neach consultant’s qualifications and experience, staff is recommending to City Council to\naward the contract to Avant Garde for State Grant Writing Services and to Townsend\nPublic Affairs for Federal Grant Writing Services. 10.3 AGREEMENT WITH IBE DIGITAL TO UPGRADE AND MODERNIZE INFORMATION\nTECHNOLOGY NEEDS IN THE CITY\nComments:\nThe City's current data center was purchased and implemented at the end of 2017. As\nthe average lifecycle of a data center is five years, the City has maximized its return on\ninvestment and planned to invest in a new data center for fiscal year 2023-25. In addition\nto the data center, the City plans to upgrade its network infrastructure, implement network\nsecurity, install Wi-Fi in City Hall and City Hall Annex, and upgrade backup software. 8.1 ORDINANCE NO.___ ADDING SECTION 4-38 “SERVICE PROVIDER WORKER\nRETENTION” TO CHAPTER 4 “LICENSING AND BUSINESS REGULATIONS” OF\nTHE LYNWOOD MUNICIPAL CODE\nComments:\nThe proposed Service Provider Worker Retention Ordinance would require that certain\nexisting service providers provide the City and any successor service provider with the\ncontact information of any displaced worker due to a change in the ownership of the\nexisting service provider, or a change in the company providing such services. It would\nrequire that the successor service provider offer any displaced workers employment a 90\nday “transition” period, at which point the successor service provider can evaluate the\ndisplaced worker for consideration of continued employment. 9.4 ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2024-2025 FUNDED BY\nSENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017\nComments:\nStaff is recommending the City Council adopt the list of projects which will be funded by\nSenate Bill 1 (SB1) for Fiscal Year 25. As required by SB1, City Council must accept the\nproject list by resolution in order to receive Road Maintenance and Road Account\n(RMRA) funding for the next fiscal year. Staff has prepared a list of projects which will be\nfunded by SB1 and will continue with matching other requirements to ensure the receipt\nof RMRA funding. Several California cities have adopted resolutions that express opposition\nagainst efforts by the California Legislature in Sacramento to pass laws that affect local\ncontrol as it relates to zoning and land use authority. 9.6 RESOLUTION DECLARING OBSOLETE AND NON-FUNCTIONAL COMPUTERS AND\nPERIPHERALS AS SURPLUS EQUIPMENT AND AUTHORIZING THEIR DISPOSAL\nTHROUGH E-WASTE CLEANUP.\nComments:\nAfter years of service, certain city-owned computer equipment and peripherals have\neither reached the end of their service life, become damaged beyond repair, or have\nbecome obsolete. These items include obsolete and non-functional computers, monitors,\ntablets, printers, network equipment, and telephone equipment. The obsolete equipment\nwill be picked up by a certified recycling center at no cost to the City. (IT)\nRecommendation:\nStaff recommends that the City Council adopt the attached resolution entitled; “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACTING AS THE\nSURPLUS PROPERTY COMMISSION DECLARING OBSOLETE AND NON-\nFUNCTIONAL COMPUTER EQUIPMENT AND PERIPHERALS AS SURPLUS\nEQUIPMENT AND AUTHORIZING THEIR DISPOSAL THROUGH E-WASTE\nCLEANUP”.

FOR THE PURPOSE OF PROVIDING ADMINSTRATIVE SERVICES FOR THE\nCALHOME GRANT PROGRAM\nComments:\nStaff requests that the City Council consider approving a Resolution of the City Council of\nthe City of Lynwood authorizing the acceptance of funding from the California Department\nof Housing and Community Development for the CalHome Grant and a Resolution of the\nCity Council of the City of Lynwood authorizing the approval of a professional service\nagreement with Global Urban Strategies, Inc. for the purpose of providing administrative\nservices for the CalHome grant program. (CD)\nRecommendation:\nStaff recommends that the City Council:\n1. Adopt the attached Resolution entitled “ A Resolution of the City Council of the City\nof Lynwood, authorizing the acceptance of funding from the California Department\nof Housing and Community Development for the CalHome Grant.”\n2. 9.8 FIRST AMENDMENT TO THE LYNWOOD DIAL-A-TAXI AGREEMENT\nComments:\nFor the past 25 years, the City of Lynwood has offered an on-demand (Dial-a-Ride)\ntransportation program to serve the needs of its seniors. The service is provided to senior\ncitizens and physically disabled persons for medical appointments, grocery shopping, and\nparticipation in Senior Center activities. Staff recommends the resolution be approved to\napprove the First Amendment and extend the term of the agreement through December\n18, 2024. (REC)\nRecommendation:\nStaff recommends that the City Council approve the attached resolution entitled; “ A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING\nTHE FIRST AMENDMENT TO THE LYNWOOD DIAL-A-TAXI CONTRACT WITH\nFIESTA TAXI COOPERATIVE, INC., AND AUTHORIZING THE MAYOR TO ERXCUTE\nTHE FIRST AMENDMENT EXTENDING THE TERM OF THE AGREEMENT THROUGH\nDECEMBER 18, 2024, FOR A NOT-TO-EXCEED AMOUNT OF $200,000 .”
