Conduct a first reading and introduction of Ordinance No. 2480 entitled, "AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF MONTEBELLO, CALIFORNIA, DESIGNATING FIRE HAZARD SEVERITY\nZONES,” accepting and implementing the updated California Department of Forestry and Fire Protection\n(CAL FIRE) Local Responsibility Area (LRA) maps for Montebello; and,\n2. Take such additional, related action that may be desirable.

11.\nADOPT RESOLUTION NO. 25-43 APPROVING THE FISCAL YEAR 2025-26 PROJECT LIST FOR SENATE\nBILL 1 “THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017” (SB1/RMRA) FUNDED PROJECTS\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 25-43 approving the Fiscal Year 2025-26 project list for Senate Bill 1, the Road\nRepair and Accountability Act of 2017 (SB1/RMRA) funded projects; and\nPage 5 of 9\n2. Authorize staff to submit the resolution and project list to the California Transportation Commission (CTC);\nand\n3. Take such additional, related action that may be desirable.

12.\nACCEPTANCE OF THE RIO HONDO ACCESS IMPROVEMENT PROJECT (LANDSCAPE) (C.P. 924) –\nNOTICE OF COMPLETION\nRECOMMENDATION: It is recommended that the City Council:\n1. Accept the Rio Hondo Access Improvement Project (Landscape) (C.P. 924) as completed by Voltaire\nEngineering, Inc.; and,\n2. Approve the final contract amount with Voltaire Engineering, Inc. for the Project in the amount of\n$466,827, inclusive of all change orders; and,\n3. Approve the Final Total Project Budget (Attachment A); and,\n4. Authorize the City Clerk to execute, verify and file the Notice of Completion (Attachment B) with the Los\nAngeles County Registrar-Recorder; and,\n5. Authorize the release of the retention payment of $23,341 due to Voltaire Engineering, Inc. following the\nmandatory waiting period from the date the Notice of Completion is recorded; and,\n6. Take such additional, related action that may be desirable.

Authorize the City Manager to execute Agreement No. 4302 with the San Gabriel Valley Council of\nGovernments (SGVCOG) to assume management and administration of the "Operation Stay Safe"\nagreement with LA CADA; and\n2. Take such additional, related action that may be desirable.

14.\nAPPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 3996 WITH COASTAL\nOCCUPATIONAL MEDICAL GROUP (DBA AKESO OCCUPATIONAL HEALTH) FOR PRE-EMPLOYMENT,\nDRUG AND ALCOHOL TESTING, RETURN-TO-WORK EVALUATIONS, AND WORKERS’ COMPENSATION\nSERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Professional Services Agreement No. 3996 with Coastal Occupational\nMedical Group (DBA Akeso Occupational Health); and\n2. Authorize the City Manager to execute the amendment, extending the term of the agreement to June 30,\n2026; and,\n3. Increase the total not-to-exceed amount of the Agreement by $50,000 (to $75,000) for one additional\nyear (Fiscal Year 2025-26); and\n4. Increase the not-to-exceed amount by $47,000 for Fiscal Year 2024-25 to process existing invoices for\ncurrent services; and\n5. Take such additional, related action that may be desirable.

Award Professional Services Agreement No. 4309 with Liebert Cassidy Whitmore (LCW) to provide legal\nservices in labor and employment matters for an initial three (3) year term in an amount not-to exceed\n$150,000; and\n2. Authorize the City Manager to execute the agreement; and\n3. Take such additional, related action that may be desirable.

16.\nAPPROVE AMENDMENT NO.1 TO AGREEMENT NO. 4085 WITH BLACK AND WHITE EMERGENCY\nVEHICLES, LLC FOR CITY VEHICLE UPFITTING SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Professional Services Agreement No. 4085 with Black and White\nEmergency Vehicles, LLC for a two-year extension to provide vehicle unfitting services through June 30,\n2027; and,\n2. Confirm the not-to-exceed amount of $200,000 annually, for Fiscal Years 2025-26 and 2026-27 with the\noption for the City Manager to authorize an increase of up to $50,000 annually if needed; and,\n3. Authorize the City Manager to execute the amendment; and,\n4. Take such additional, related action that may be desirable.

17.\nAUTHORIZATION TO ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF THE DOWNTOWN\nSEWER REPLACEMENT PROJECT (CP 919) AND AUTHORIZE BID ADVERTISEMENT\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt construction plans and specifications for CP No. 919 Downtown Sewer Replacement (Project);\nand\n2. Approve Environmental Assessment pursuant to California Environmental Quality Act (CEQA) Guidelines\n§15282(k) (Other Statutory Exemptions). This exemption allows for installation of new pipeline or\nmaintenance, repair, restoration, removal, or demolition of an existing pipeline as set forth in Section\n21080.21 of the Public Resources Code; and\n3. Authorize staff to proceed with bid advertisement for construction; and\n4. Take such additional, related action that may be desirable.

Adopt Resolution No. 25-39 approving a Memorandum of Understanding (MOU) between the City of\nMontebello and the Los Angeles County Metropolitan Transportation Authority (LACMTA) to continue\nMontebello Bus Lines’ (MBL) participation in the Measure R – 20% Bus Operation Program (BOP)\neffective July 1, 2025 through June 30, 2035; and\n2. Authorize the City Manager to execute the MOU on the City’s behalf; and\n3. Take such additional, related, action that may be desirable.
