Approve Amendment No. 2 to Agreement No. 4193 between the City of Montebello and Pacific Coast\nElevator Corporation, doing business as, Amtech Elevator Services to increase compensation for contract\nyear 2025 – 2026 by $47,446; and\n2. Authorize the City Manager to execute the Amendment on behalf of the City; and\n3. Take such additional, related action that may be desirable.

Authorize staff to submit the Los Angeles County Safe, Clean Water Program (Measure W) Annual\nExpenditure Plan for Fiscal Year 2026-27; and\n2. Take such additional, related action that may be desirable.

12.\nAPPROVE THE GRANT REA PARK NONPOINT SOURCE TRASH ASSESSMENT AND REPORTING PLAN\n(NSTARP)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve the Grant Rea Park Nonpoint Source Trash Assessment and Reporting Plan (NSTARP)\n(Attachment A) to the Los Angeles Regional Water Quality Control Board (LARWQCB) for trash total\nmaximum daily load (TMDL) and to comply with waste discharge requirements (WDRs); and\n2. Authorize staff to submit the Plan on behalf of the City to the Los Angeles Regional Water Quality Control\nBoard; and\n3. Authorize the City Manager to implement the Plan as required by the LARWQCB; and\n4. Take such additional, related action that may be desirable.

13.\nAPPROVE AMENDMENT NO. 1 TO AGREEMENT NO. 4249 WITH LADAYU CONSULTING GROUP FOR\nCONSTRUCTION MANAGEMENT AND INSPECTION SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Agreement No. 4249 between the City of Montebello and Ladayu\nConsulting Group to increase compensation by $450,000 for the remainder of the contract period,\nbringing the total not-to-exceed amount to $750,000; and\n2. Authorize the City Manager to execute the Amendment on behalf of the City; and\n3. Take such additional, related action that may be desirable.

14.\nAPPROVE EXEUCTION OF UNITED STATES REAL ESTATE AGREEMENT NO. 4476 (DACW09-9-25-9164)\nWITH THE UNITED STATES ARMY CORPS OF ENGINEERS\nRECOMMENDATION: It is recommended that the City Council:\n1. Authorize the City Manager to execute United States Real Estate Agreement No. 4476 (DACW09-9-25-\n9164) with the US Army Corps of Engineers and all applicable exhibits and forms that accompany the\nagreement in good faith; and\n2. Take such additional, related action that may be desirable.

Approve the use of $15,180 in Asset Forfeiture funds for costs associated with the destruction of illicit\nnarcotics; and\n2. Take such additional, related action that may be desirable.

16.\nAPPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 3997 AND\nASSIGNMENT AGREEMENT WITH CONCENTRA\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Professional Services Agreement No. 3997 with Concentra ; and\n2. Authorize the City Manager to execute the amendment, extending the term of the agreement to June 30,\n2027.\n3. Amend the Fiscal Year 2025-26 budget by increasing appropriations by $23,000 in Account No. 100-25-\n250-6040.10 (General, Human Resources, HR Administration, Contract Services – Outside Contracts);\nand\n4. Take such additional, related action that may be desirable.

17.\nWAIVE SECOND READING AND ADOPTION OF ORDINANCE NOS. 2487, 2488, 2489, AND 2490,\nAMENDING PROVISIONS OF TITLE 17 (ZONING) OF THE CITY OF MONTEBELLO MUNICIPAL CODE,\nRELATED TO MIXED-USE DEVELOPMENT STANDARDS, OBJECTIVE DESIGN STANDARDS FOR\nRESIDENTIAL AND MIXED-USE DEVELOPMENTS, SITE PLAN REVIEW STANDARDS, AND\nREZONING OF CERTAIN PROPERTIES CONSISTENT WITH THE MONTEBELLO 2040 GENERAL\nPLAN AND THE CITY’S HOUSING ELEMENT\nRECOMMENDATION: It is recommended that the City Council:\n1. Waive second reading of Ordinance No. 2487, amending Chapter 17.22 titled Commercial Zones\nGenerally of the Montebello Municipal Code (“MMC”) to establish new mixed-use development standards\napplicable to the C-1 (Neighborhood Commercial) and C-2 (General Commercial) zoning districts, along\nwith related updates incorporating mixed-use development provisions into Chapter 17.22; and\n2. Waive second reading of Ordinance No. 2488, amending Title 17 – Zoning of the MMC to establish\nChapter 17.21 titled Objective Design Standards, to provide new objective design standards for\nresidential and mixed-use development projects; and\n3. Waive second reading of Ordinance No. 2489, amending Chapter 17.74 titled Site Plan Review of the\nMMC to update thresholds for when a site plan review is required, remove provisions that allow the\ncombination of multiple discretionary entitlement approvals under a single application, and include an\nexception that would allow certain qualifying mixed-use or residential projects to be reviewed\nadministratively; and\n4. Waive second reading of Ordinance No. 2490, approving the rezoning of certain properties to ensure\nconsistency with the land use designations established by the Montebello 2040 General Plan and the\nopportunity sites identified in the City’s 6th Cycle Housing Element (2021-2029); and\n5. Determine and find that the proposed amendments to Title 17 of the MMC and rezoning of certain\nproperties are within the scope of, and consistent with, the 2040 General Plan, for which the City Council\ncertified a Final Environmental Impact Report (“Final EIR”) on April 10, 2024 (State Clearinghouse\nNo.2023050665), in compliance with the California Environmental Quality Act (“CEQA”), and\n6. Take such additional, related, action that may be desirable.

18.\nAPPROVE INCREASE TO PURCHASE ORDER WITH FIRE APPARATUS SOLUTIONS FOR FIRE TRUCK\nREPAIRS\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve an increase of $100,000 to the existing purchase order with Fire Apparatus Solutions for repair\nand replacement of MOntebello Fire Department's Truck 755 aerial swivel assembly and other necessary\nrepairs through the end of Fiscal Year 2025-26; and\n2. Take such additional, related action that may be desirable.

19.\nADOPT RESOLUTION NO. 26-15 AUTHORIZING SUBMISSION OF AN APPLICATION FOR THE SAN\nGABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY PROPOSITION 4\nWILDFIRE AND FOREST RESILIENCE GRANT PROGRAM\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 26-15 authorizing the submission of an application for the San Gabriel and Lower\nLos Angeles Rivers and Mountains Conservancy Proposition 4 Wildfire and Forest Resilience Grant\nProgram; and\n2. Authorize the City Manager to conduct all negotiations and execute and submit documents reasonably\nnecessary for the completion of the awarded project; and\n3. Take such additional, related action that may be desirable.

20.\nADOPT RESOLUTION NO. 26-13 TO AUTHORIZE THE SUBMISSION OF AN APPLICATION FOR FISCAL\nYEAR 2027 TO THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY BUS\nOPERATIONS SUBCOMMITTEE FOR FEDERAL TRANSIT ADMINISTRATION SECTION 5307 – 15%\nDISCRETIONARY CAPITAL FUNDS AND 1% ASSOCIATED TRANSIT IMPROVEMENT FUNDS\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 26-13 to authorize the submission of an application for Fiscal Year 2027 to the Los\nAngeles County Metropolitan Transportation Authority (LACMTA) Bus Operations Subcommittee (BOS)\nfor Federal Transit Administration (FTA) Section 5307 - 15% Discretionary Capital Funds and 1%\nAssociated Transit Improvement (ATI) Funds; and\n2. Adopt Resolution No. 26-12 authorizing the submission of an application to the California State\nTransportation Agency (CalSTA) for the 2026 Transit and Intercity Rail Capital Program (TIRCP) Cycle\n8 Grant, to support the purchase of hydrogen fuel cell electric buses; and\n2. Take such additional, related, action that may be desirable.

6.\nFISCAL YEAR 2025-26 SECOND QUARTER BUDGET REPORT\nRECOMMENDATION: It is recommended that the City Council:\n1. Receive and file this agenda report and the presentation on the Fiscal Year 2025-26 Second Quarter\nBudget Report; and,\n2. Approve the updated Salary Resolution No. 26-14 (Attachment C) and new job classifications for the\nAdministration, Police and Fire Departments (Exhibits C1 – C6) and Master Position Control (Attachment\nD); and,\n3. Amend the Fiscal Year 2025-26 budget in the amounts and in the accounts listed in Attachment E; and,\n4. Take whatever additional actions necessary.

7.\nAPPROVE AMENDMENTS TO AGREEMENTS WITH HERRERA’S COATING RESTORATION, TOILET\nPARTITION EXPERTS, WOLVERINE FENCE COMPANY, AND PMC PLUMBING AND APPROVE\nEXECUTION OF PROFESSIONAL SERVICES AGREEMENT NO. 4478 WITH STARBOARD TACK SUPPLY\n(DBA ASTRO PLUMBING) FOR THE CITYWIDE PARK RESTROOM RESTORATION PROJECT\nRECOMMENDATION: It is recommended that the City Council:\n1. Find that it would be impractical, useless, or uneconomical in this project to follow normal bidding\nprocedures, and that the welfare of the public would be promoted by dispensing said procedures, as\npermitted by Montebello Municipal Code Chapter 3.21.025(C); and\n2. By a four-fifth vote of the City Council, authorize an exception to the formal request for proposal (RFP)\nprocedure, in accordance with Montebello Municipal Code Chapter 3.21.025(C) and execute Professional\nServices Agreement No. 4478 with Starboard Tack Supply (dba Astro Plumbing) for the citywide park\nrestroom restoration project; and\n3. Execute amendments to the agreements with Toilet Partition Experts, Wolverine Fence, and PMC\nPlumbing to provide services for the citywide park restroom restoration project; and\n4. Amend the Fiscal Year 2025-26 adopted budget to increase appropriations by $411,000 in Account No.\n100-30-510-7115 (General Fund, Public Works, Government Building Maintenance, Building\nImprovements); and\n5. Authorize the City Manager to execute all related agreements and amendments in good faith; and\n6. Take such additional, related action that may be desirable.
