7.e. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-212,\nADOPTING AND APPROVING THE WORKPLACE VIOLENCE\nPREVENTION POLICY\nSB 553 was enacted on September 30, 2023. The bill requires covered\nemployers to create, implement and maintain a Workplace Violence\nPrevention Plan(“WVPP”) by July 1, 2024. Staff is requesting the City\nCouncil consider adopting a WVPP that addresses the hazards known to\nbe associated with the four types of workplace violence as defined by\nState Law. The purpose of this Plan is to provide guidelines for City\nemployees to follow in preventing and reporting workplace violence, as it is\nthe City’s goal to maintain a violence-free working environment. If this\npolicy is approved by the City Council, City management will complete a\nrequired meet and confer with both Bargaining Units within the City and\nprovide effective training regarding the City’s adopted WVPP.\nRECOMMENDED ACTION: Staff recommends City Council consider\nadopting Resolution No. 24-212, adopting and approving the Workplace\nViolence Prevention Policy.

The\nfinal cost for the construction work completed by Superior Paving\nCompany, Inc. dba United Paving Co. is $280,974.00.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. CONSIDERATION OF APPROVAL OF RESOLUTION NO. 24-217,\nAPPROVING FUND TRANSFER AGREEMENT NO. 2024MP76 FOR\nTHE SAFE, CLEAN WATER (SCW) PROGRAM WITH THE LOS\nANGELES COUNTY FLOOD CONTROL DISTRICT TO RECEIVE\nANNUAL FUNDING FOR WATER QUALITY PROJECTS AND\nPROGRAMS\nIn November 2018, voters approved the Safe, Clean Water (SCW)\nProgram, a special parcel tax based on impermeable areas within the\njurisdiction of the Flood Control District. The SCW Program aims to\nimprove water quality while also providing additional benefits, such as\nincreasing water supply and investing in the health and well-being of Los\nAngeles County communities. The City’s 2024-2025 portion of the parcel\ntax is estimated to be $440,000.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-217 to approve Transfer Agreement No.\n2024MP76 for the Safe Clean Water Program with the Los Angeles\nCounty Flood Control District to receive annual SCW Program\nfunding for water quality projects and programs; and\n2. Authorize the City Manager or designee to negotiate and execute\nthe agreement.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-218, TO\nAPPROVE THE CITY SERVICE REQUEST WITH LOS ANGELES\nCOUNTY FOR THE PECK ROAD TRAFFIC SYNCHRONIZATION\nPROJECT ON DURFEE AVENUE FROM RUSH STREET TO THE\nINTERSECTION OF PECK ROAD AND DURFEE AVENUE\nThe Los Angeles County Department of Public Works (LACDPW) is set to\nperform a Traffic Signal Synchronization Project (TSSP) on Peck Road\nfrom Hemlock Street to Workman Mill Road, which is jurisdictionally\nshared among three cities—South El Monte, El Monte, and Industry—and\nthe unincorporated communities of Whittier and Whittier Narrows. Due to\nthe scope and cost of the project, County policy requires a City Service\nRequest to be submitted for the TSSP project. The City of South El\nMonte’s estimated cost share for the project is $86,200.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-218 to approve submittal of the City\nService Request to the County of Los Angeles, including the project\ncost share of $86,200;\n2. Program $86,200 from the City’s Proposition C Local Return funds\nto cover the City's cost share; and\n3. FOR THE FY 24-25 PAVEMENT REHABILITATION\nPROJECT\nOn July 29, 2024, the Engineering Department solicited bids for the FY 24-\n25 Pavement Rehabilitation Project. The work involves asphalt concrete\nreconstruction/rehabilitation of existing streets, curb & gutter repairs, and\nrestoration of pavement markings and striping on select segments of Rush\nSt, Klingerman St, and Floradale Ave. The lowest responsive bid was\nsubmitted by Gentry Brothers, Inc. in the total bid amount of\n$1,953,040.00.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt and approve the plans and specifications for the FY 24-25\nPavement Rehabilitation Project;\n2. Adopt and approve Resolution No. 24-219, awarding the FY 24-25\nPavement Rehabilitation Project contract to the lowest responsible\nbidder in an amount of $1,953,040.00 to Gentry Brothers Inc. and\nauthorize the City Manager to execute the contract; and\n3. Authorize 10% of the total contract amount as contingency\nallowance to be used if necessary for unforeseen conditions at the\nCity Manager’s discretion.

DBA PRECISION\nCONCRETE CUTTING FOR TRIP HAZARD REMOVAL SERVICES\nStaff seeks City Council approval to award a Public Works Agreement to\nSouthern California Precision Concrete Inc. dba Precision Concrete\nCutting for Trip Hazard Removal Services.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Adopt Resolution No. 24-220, awarding a Public Works Agreement\nto Southern California Precision Concrete Inc dba Precision\nConcrete Cutting for Trip Hazard Removal Services; and\n2.
