C.1. REQUEST TO PERMIT A NEW TWO-FACED STATIC BILLBOARD AND SITE\nIMPROVEMENTS IN FRONT OF THE BUILDING ON THE PROPERTY\nLOCATED AT 9200 SUNSET BOULEVARD [N. MARICICH, J. ALKIRE, J.\nDAVIS, S. CAMPBELL, B. LEAGUE, R. ABRAMSON]:\nSUBJECT: The proposal is to construct a new two-faced, static billboard in the\narea in front of 9200 Sunset Boulevard. The proposal also includes site\nimprovements at the base of the billboard structure with pedestrian plazas\nincluding seating and interactive plaques describing the history of the billboards\nalong the Sunset Strip. PORTWOOD]:\nSUBJECT: The City Council will receive an update on the Bicycle Giveaway Pilot\nProgram (the “Pilot Program” or “Program”) and consider directing staff to explore\na new program alternative.\nRECOMMENDATIONS: 1) Direct Staff to end the Bicycle Giveaway Pilot Program\nand offer existing Program participants the option to keep the bicycles at no cost;\n2) Direct Staff to process bicycles in possession by or returned to the City through\nthe City’s Fixed Asset/Surplus Equipment Donation Program; 3) Direct Staff to\nexplore an income-based electric-bike (e-bike) voucher incentive program and\nreturn to the City Council with the proposed program; and 4) Direct Staff to\ndevelop an outreach campaign to raise awareness about the California E-Bike\nIncentive Project.

LOVANO]:\nSUBJECT: The City Council will provide direction to the City Manager to update\nand consolidate the staff support provided to the City’s billboard program. This\nwill include the consolidation of all core program functions within the Community\nDevelopment Department, the provision of dedicated executive oversight, and the\ncreation of three new permanent positions to administer the program.\nRECOMMENDATIONS: 1) Direct the City Manager to update and consolidate the\nstaff support provided to the City’s billboard program as outlined in the\nBackground/Analysis; 2) Direct the City Manager to incorporate three new\npermanent positions within the Community Development Department; and 3)\nDirect the City Manager and staff to establish application milestone targets that\ncan be shared with applicants to ensure projects remain on schedule through the\napplication process.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to explore policies,\nprograms, and reforms that may help increase access to affordable, accessible\nchildcare for current and future West Hollywood families and community\nmembers.\nRECOMMENDATIONS: 1) Direct staff to explore policies, programs, and reforms\nto address the topic of increasing the availability and affordability of childcare for\nfamilies living and working in the West Hollywood community; 2) Direct staff to\ninvite community members, representatives from the State and County\ngovernment, and other relevant stakeholders, including advocacy groups and\ncommunity organizations, to participate in a town hall discussion on the topic of\nchildcare; 3) Authorize the Director of Finance and Technology Services to\nallocate $2,000 from unallocated General Fund reserves to the Special Council\nPrograms Account 100-1-01-00-531001 for costs associated with this direction,\nand increase the budget for Special Council Programs by the same amount; 4)\nAuthorize the Director of Finance & Technology Services to allocate $2,000 from\nbudgeted funds in the Special Council Programs account number 100-1-01-00-\n531001 for costs associated with this event; 5) Direct the Communications\nDepartment to utilize all appropriate communication tools to promote the\ninformation session including, but not limited to, the City’s website, a press\nrelease, and social media tools; and 6) Direct staff to return to Council with the\nresults of the community engagement and staff’s research to discuss next steps.

DEL TORO]:\nSUBJECT: The City Council will consider directing staff to provide community\neducation and resources about avian influenza, or H5 bird flu, including sharing\ninformation on the City’s website and preparing a stockpile of supplies in case of\nan expanded emergency.\nRECOMMENDATIONS: 1) Direct staff to provide community education and\nresources about avian influenza, or H5 bird flu, including sharing information on\nthe City’s website and public health tips to protect animals and humans; 2) Direct\nthe Communications Department to utilize all appropriate communication tools to\nshare information including, but not limited to, the City’s website, a news release,\nand social media; 3) Direct the Community Safety Department to review existing\npandemic and public health crises preparedness plans to ensure information is\naccurate and updated if needed; and 4) Direct the Facilities & Field Services\nDivision to review the stockpile of necessary supplies on hand – such as gloves,\nmasks, sanitizers, etc. – to ensure the City is prepared in case of an expanded\npublic health emergency.
