WAIVE THE SECOND READING AND ADOPTION OF ORDINANCE NO. 2477 APPROVING DEVELOPMENT\nAGREEMENT (DA NO. 01-24) BETWEEN PREMIER MEDIA SOUTHWEST LLC AND THE CITY OF\nMONTEBELLO TO ALLOW THE INSTALLATION AND CONTINUED OPERATION OF A NEW DOUBLE\nFACED 14’ X 48’, OFF PREMISES DIGITAL DISPLAY SIGN WITH A MAXIMUM HEIGHT OF 75 FEET,\nPURSUANT TO MONTEBELLO MUNICIPAL CODE SECTION 17.62.105 ET SEQ. (OFF-PREMISES DIGITAL\nDISPLAY SIGNS), FOR THE PROPERTY LOCATED AT 2601 VIA CAMPO, MONTEBELLO, CALIFORNIA\nRECOMMENDATION: It is recommended that the City Council:\n1. Waive Second Reading and Adopt Ordinance No. 2477 approving the Development Agreement (DA No.\n01-24) between the City of Montebello and Premier Media Southwest LLC for the property located at\n2601 Via Campo, Montebello, CA 90640; and\n2. DETERMINE AND FIND that the project is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15332 - Class 32 as it meets the required conditions and none of\nthe limitations set forth in CEQA Guidelines Section 15300.2 apply; and\n3. Take such additional, related action that may be desirable.

Approve Professional Services Agreement No. 4212 with Placer Labs, Inc. to provide economic\ndevelopment analysis, consumer visitation reports, and project implementation strategies for a total, two-\nyear not to exceed amount of $62,000; and\n2. Authorize the City Manager to execute Professional Services Agreement No.4212 with Placer Labs, Inc\non behalf of the City; and\n3. Take such additional, related action that may be desirable.

18. APPROVE ACCEPTANCE OF CALIFORNIA HIGHWAY PATROL (CHP) GRANT AWARD UNDER THE\nCANNABIS TAX FUND GRANT PROGRAM (CTFGP)\nRECOMMENDATION: It is recommended that the City Council:\n1. Accept grant funding awarded by the California Highway Patrol (CHP) under the Cannabis Tax Fund\nGrant Program (CTFGP) in the amount of $195,456; and,\n2. Authorize the City Manager to execute the contract for grant funds; and\n3. Amend the Fiscal Year 2024-2025 budget and increase appropriations by $45,456 in Expenditure\nAccount No. 265-80-832-5010.10 (Grants, Police, CHP Cannabis Tax Fund Grant Program, Overtime)\nand $150,000 in Expenditure Account No. 265-80-832-6082 (Grants, Police, CHP Cannabis Tax Fund\nGrant Program, Vehicle Purchase) and $195,456 in Revenue Account No. 265-99-4198.86 (Grants, CHP\nCannabis Tax Fund); and\n4. Adopt Resolution No. 24-51 adopting the State of California Department of Transportation’s (CalTrans)\nQuality Assurance Program; and,\n2. Authorize staff to submit the adopted Quality Assurance Program and conforming resolution to the State\nof California Department of Transportation; and\n3. Take such additional, related action that may be desirable.

Approve Environmental Assessment pursuant to 14 California Code of Regulations § 15301 as a Class\n1 categorical exemption under the California Environmental Quality Act (CEQA); and,\n2. Adopt specifications for the construction of Bella Verde Drive Pavement Rehabilitation Project – CP 918;\nand,\n3. Authorize staff to proceed with bid advertisement for construction; and\n4. ADOPT RESOLUTION NO 24-54 MODIFYING THE PREFERRED PARKING LIMITS ON 4TH STREET\nBETWEEN THE ALLEY AND SOUTH OF WASHINGTON BLVD FOR UNRESTRICTED STREET PARKING\nAS PREVIOUSLY ADOPTED VIA RESOLUTION NO. 18-06\nRECOMMENDATION: It is recommended that the City Council:\n1. Adopt Resolution No. 24-54 modifying the preferred parking limits on 4th Street between the alley and\nsouth of Washington Boulevard for unrestricted street parking as previously adopted via Resolution No.\n18-06; and\n2. Authorize staff to relocate the “No Parking” restriction permits exempt signs; and\n3. Take such additional, related action that may be desirable.

24. AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4214 TO FLO-SERVICES, INC. TO PROVIDE\nSTORM AND SEWER LIFT STATION MAINTENANCE SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Award Professional Services Agreement No. 4214 to Flo-Services, Inc. to provide Storm and Sewer Lift\nStation Services and Related Equipment for a three (3) year term with the option of two (2) one-year\nextensions for a not-to-exceed amount of $132,276 for the initial three (3) year term; and,\n2. Authorize the City Manager to execute the Agreement on behalf of the City; and\n3. Take such additional, related action that may be desirable.

25. AWARD PROFESSIONAL SERVICES AGREEMENT NO. 4215 TO MCA CONSULTANTS TO PROVIDE\nSOLID WASTE MANAGEMENT SERVICES\nRECOMMENDATION: It is recommended that the City Council:\n1. Award Professional Services Agreement No. 4215 to MCA Consultants to provide solid waste\nmanagement services for an initial three (3) year term for an annual not-to-exceed amount of $99,695\n($299,085 over the initial three (3) year term); and,\n2. Authorize the City Manager to execute the Agreement on behalf of the City; and\n3. Take such additional, related action that may be desirable.

APPROVE A BLANKET PURCHASE ORDER WITH AFTERMARKET PARTS COMPANY LLC, AMERICAN\nMOVING PARTS LLC, CUMMINS CAL PACIFIC LLC, INLAND KENWORTH, INC., AND WAYNE HARMEIER,\nINC., FOR MAINTENANCE-RELATED BUS PARTS, FIRE APPARATUS PARTS, AND VEHICLE FLEET\nPARTS\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve a blanket purchase order (PO) with the Aftermarket Parts Company, LLC (Aftermarket Parts),\nfor a total not-to-exceed amount of Two Hundred Thousand Dollars ($200,000) to purchase maintenance-\nrelated bus parts for Fiscal Year 2024-25; and\n2. Approve establishing a blanket PO with American Moving Parts, LLC (American Moving Parts), for the\ntotal not-to-exceed amount of One Hundred and Fifteen Thousand Dollars ($115,000) to purchase\nmaintenance-related bus and fire apparatus parts for both Montebello Bus Lines (MBL) and the\nMontebello Fire Department (MFD) for FY 2024-25; and\n3. Approve establishing a blanket PO with Cummins Cal Pacific, LLC (Cummins Pacific), for the total not-\nto-exceed amount of One Hundred and Fifteen Thousand Dollars ($115,000) to purchase maintenance-\nrelated bus and fleet parts for both MBL and the MFD for FY 2024-25; and\n4. Approve establishing a blanket PO with Inland Kenworth Inc. (Inland Kenworth), for the total not-to-\nexceed amount of Seventy Thousand Dollars ($70,000), to purchase maintenance-related bus parts for\nFY 2024-25; and\n5. Approve establishing a blanket PO with Wayne Harmeier, Inc. (dba Wayne Electric Company), for the\ntotal not-to-exceed amount of Sixty Thousand Dollars ($60,000), to purchase maintenance-related bus\nparts for FY 2024-25; and\n6. Adopt Resolution No. 24-52 approving a Memorandum of Understanding (MOU) between the City of\nMontebello and the Los Angeles County Metropolitan Transportation Authority (LACMTA) to continue\nMontebello Bus Lines’ (MBL) participation in the Low-Income Fare is Easy (LIFE) Program effective July\n1, 2024, through June 30, 2029; and\n2. Approve issuing a Bulk (Unleaded and Diesel) Fuels and Oils, Lubricants, and Grease Goods Request\nfor Proposals (RFP) No. 24-22 (RFP No. 24-22); and\n2.
