CAPORASO]:\nSUBJECT: The Chrysalis Project (Project) would construct a two-sided,\nfull-motion animated billboard with 1,000 square feet on the east-facing\nsign (East Face) and 480 square feet on the west-facing sign (West Face),\nas well as public realm enhancements at 8222 Sunset Boulevard (Project\nSite). D.1.\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST\nHOLLYWOOD, ADOPTING CHAPTER 9.46 OF ARTICLE 3 OF TITLE 9\nOF THE MUNICIPAL CODE PROHIBITING DISCRIMINATION ON THE\nBASIS OF FAMILY OR RELATIONSHIP STRUCTURE [L. LANGER]:\nSUBJECT: The City Council will consider approving an ordinance\nadopting proposed Chapter 9.46 of the Municipal Code to prohibit\ndiscrimination on the basis of family or relationship structure, including\nmulti-partner families, and consensually non-monogamous and\npolyamorous relationships. The City Council will also give direction on\npotential expansion of protections for polyamorous and multi-partner\npartnerships, mirrored after the City’s domestic partnership protections.\nRECOMMENDATIONS: 1) Introduce and conduct first reading, by title\nonly, of Ordinance No. 26-________: “AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF WEST HOLLYWOOD ADOPTING\nCHAPTER 9.46 OF ARTICLE 3 OF TITLE 9 OF THE WEST\nHOLLYWOOD MUNICIPAL CODE PROHIBITING DISCRIMINATION ON\nTHE BASIS OF FAMILY OR RELATIONSHIP STRUCTURE”; and 2)\nProvide direction on whether to create a staff working group to develop\npolicies and legislation for registering and providing benefits to multi-\npartner and polyamorous partnerships and if so, assign a level of priority\nfor the project, and to return with recommendations to the City Council.

F.1.\nICE-FREE ZONES IN WEST HOLLYWOOD [C. BYERS, J. ERICKSON]:\nSUBJECT: The City Council will consider directing Staff and the City\nAttorney to evaluate an ordinance establishing ICE-Free Zones on City-\ncontrolled properties. This directive follows similar actions in Los Angeles\nCounty, Los Angeles City, Oakland, Culver City, and other jurisdictions\nthroughout the country in response to the immigration enforcement actions\nby the U.S. Immigration and Customs Enforcement (ICE).\nRECOMMENDATIONS: 1) Direct Staff and the City Attorney to evaluate\nan ordinance to establish ICE-Free Zones on City-controlled properties;\nand 2) Direct Staff and the City Attorney to monitor similar proposals\nmoving forward in Los Angeles County and other jurisdictions throughout\nCalifornia.

F.2.\nPROMOTE AND ENCOURAGE NEIGHBORHOOD RESILIENCE TEAMS [L. MEISTER]:\nSUBJECT: The City Council will direct Staff to promote and encourage\nthe development of Neighborhood Resilience Teams, utilizing existing\npartnerships with neighborhood watch groups, residents’ associations,\nand community organizations to educate the West Hollywood community\non this emergency preparedness model. This initiative aims to engage the\ncommunity on this topic to help expand emergency preparedness efforts\nat the micro level, including developing a plan at the block or\nneighborhood level.\nRECOMMENDATIONS: 1) Direct Staff to evaluate the concept of\nNeighborhood Resilience Teams and consider options for encouraging\nsuch efforts within the West Hollywood community; 2) Direct Staff to use\nthe City’s communication channels to promote the concept of\nNeighborhood Resilience Teams and encourage community participation;\nand 3) Direct Staff to conduct outreach to neighborhood watch groups,\ntenants’ groups and HOAs, community partners, and other neighborhood,\ncommunity, and faith-based organizations to assist in promotion and\nparticipation in Neighborhood Resilience Teams and emergency\npreparedness efforts.

BYERS]:\nSUBJECT: The City Council will consider adopting a Resolution calling for\nCasey Wasserman to step down from his position as chair of the 2028 Los\nAngeles Olympics organizing committee, after recent emails were\nreleased linking Wasserman to Ghislaine Maxwell and Jeffrey Epstein.\nRECOMMENDATIONS: 1) Adopt Resolution No. 26-________: “A\nRESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST\nHOLLYWOOD CALLING ON CASEY WASSERMAN TO STEP DOWN\nFROM HIS POSITION AS CHAIR OF THE 2028 LOS ANGELES\nOLYMPICS ORGANIZING COMMITTEE”; and 2) Direct Staff to send\ncopies of the resolution to the International Olympic Committee, LA28\nExecutive Committee, Los Angeles Mayor Karen Bass, State Senator\nBen Allen, State Assemblymember Rick Chavez Zbur, Representative\nLaura Friedman, Senator Alex Padilla, and Senator Adam Schiff.

F.4.\nPRESCHOOL FACILITY EXPANSION FEASIBILITY STUDY\n[C.\nBYERS]:\nSUBJECT: The City Council will direct Staff to evaluate options to expand\nthe current preschool facility housed at Plummer Park. Options for\nconsideration in the feasibility study could include renovating and\nexpanding the existing facility, and/or evaluating the use of other City\nfacilities.\nRECOMMENDATIONS: 1) Direct Staff to evaluate options to expand the\ncurrent preschool facility at Plummer Park; 2) Include input from the\nHuman Services Commission and Public Facilities, Recreation, and\nInfrastructure Commission as appropriate; and 3) Report back to the City\nCouncil with findings and recommendations.

F.5.\nDIRECTION TO SOLICIT PROPOSALS FOR A WEST HOLLYWOOD\nBOOK FAIR [J. HEILMAN, C. BYERS]:\nSUBJECT: The City Council will consider directing Staff to solicit\nproposals to establish a one- to two-day book fair in West Hollywood, with\nan emphasis on broad community participation and coordination with local\npartners.\nRECOMMENDATIONS: 1) Direct Staff to initiate a solicitation process,\nwhich may include issuance of a Request for Qualifications (RFQ) or\nRequest for Proposals (RFP), to identify a qualified event producer to\nproduce a one- to two-day book fair in West Hollywood to occur during\nFiscal Year 2026-27, with an emphasis on broad community participation\nand coordination with local partners; and 2) Direct Staff to return to the\nCity Council with an update, which may include consideration of an\nAgreement for Services and a request for funding as part of the upcoming\ntwo-year budget process.

F.6.\nDEDICATED PICKLEBALL COURTS AT PLUMMER PARK [J.\nERICKSON]:\nSUBJECT: The City Council will direct Staff to increase the dedicated\npickleball access at Plummer Park. As part of this directive, Staff will\nevaluate making this change in two phases: first, by adjusting the\nreservation system for Courts 6 and 7 to make them only reservable for\npickleball use effective by or before July 1, 2026, and second, based on\ncommunity outreach and feedback, by restriping those courts for\ndedicated pickleball use.\nRECOMMENDATIONS: 1) Direct Staff to increase the dedicated\npickleball access at Plummer Park in a phased approach by first, limiting\nthe reservations on Courts 6 & 7 to only pickleball use effective by or\nbefore July 1, 2026, and second, restriping those courts for dedicated\npickleball use; and 2) Perform community engagement as needed to\ninform current tennis and pickleball users of the upcoming changes,\nscheduling, and temporary court closures.\nseparate discussion are considered at this time.\nCouncil on any item of interest within the subject matter jurisdiction of the\nCouncil that could not be heard under Item 1 at the beginning of the meeting.\nCOUNCILMEMBER COMMENTS AND MEETING ATTENDANCE REPORTS: This\nportion of the meeting is set aside for general comments, announcements,\nrequests of staff, subcommittee meeting reports, and/or other issues of concern\nfrom members of the City Council.
