10. Continued Service Provider Agreement For Crisis Assistance Response & Engagement\nProgram. This item seeks City Council's authorization and agreement to continue participation\nin the San Gabriel Valley Council of Governments (SGVCOG) Crisis Assistance Response &\nEngagement Program (SGV CARE) to co-respond to mental health crisis situations.\nRecommendation: That the City Council:\n1. Approve the City's continued participation in the San Gabriel Valley Council of\nGovernment's Crisis Assistance & Engagement (SGV CARE) Program through March\n31, 2028; and\n2. Authorize the City Manager to execute the continued service provider agreement with\nthe San Gabriel Valley Council of Governments.

Authorizing the Execution of Side Letter Agreements Amending the Memorandums of\nUnderstandings Between the City of La Verne and the La Verne City Employeesâ\nAssociation, La Verne Police Officersâ Association, and the La Verne Firefightersâ\nAssociation Regarding Education Incentives. In February and again in April, the City Council\napproved Side Letter Agreements to the Memorandums of Understanding (MOUs) with the La\nVerne City Employeesâ Association (CEA), La Verne Police Officersâ Association (POA), and La\nVerne Firefightersâ Association (LFVA) that formalized tentative agreements on language\nchanges needed for compliance with California Public Employees Retirement System\n(CalPERS) requirements. After further discussion with CalPERS, each of the respective side\nletters requires additional modification to be in compliance.\nRecommendation: That the City Council:\n1. Authorize the City Manager to execute a Side Letter Agreement amending the\nMemorandum of Understanding between the City of La Verne and the La Verne City\nEmployeesâ Association;\n2. Authorize the City Manager to execute a Side Letter Agreement amending the\nMemorandum of Understanding between the City of La Verne and the La Verne Police\nOfficersâ Association; and\n3. Authorize the City Manager to execute a Side Letter Agreement amending the\nMemorandum of Understanding between the City of La Verne and the La Verne\nFirefightersâ Association.

12. Memorandum of Understanding with Los Angeles County Department of Military and\nVeterans Affairs for Veterans Benefits Assistance Services. This MOU formalizes a\ncollaborative partnership that will allow MVA to provide on-site veterans benefits assistance at\nthe La Verne Community Center. The partnership ensures that local veterans and their families\nreceive direct access to vital services including benefits counseling, claims filing assistance, and\nreferrals to housing and health care resources.\nRecommendation: That the City Council:\n1. Approve the Memorandum of Understanding with the Los Angeles County Department of\nMilitary and Veterans Affairs; and\n2. Authorize the City Manager, or their designee, to execute the agreement; and\n3. Direct staff to implement the terms of the agreement in coordination with MVA personnel.\nPUBLIC HEARINGS

13. Citywide Landscaping and Lighting District No. 6 and Special Zones Public Hearing &\nResolution for Annual Levy. On May 19, 2025, the City Council adopted a Resolution setting\nJune 16, 2025 at 6:30 PM as the date and time for the public hearing for the subject assessment\ndistrict and its zones. Attached is the Engineerâs Report from the May 19, 2025 meeting. No\nchange in the assessment levy is proposed for the subject special benefit in Zones 2, 3, 4-II, and\n5. The assessment rate for these zones is set at the maximum rate allowed. Zone 5 is\nproposed to have the levied assessment reduced below the maximum assessment amount to\ndraw down reserves. Zones 4-I and 6 allow for CPI increases which have been applied to their\nrespective assessments for the proposed Fiscal Year 2025-26 levy.\nRecommendation: That the City Council adopt the attached Resolution providing for the annual\nlevy and collection of assessments for the special zones in District No. 6 for Fiscal Year 20252026.

14. Landscaping and Lighting District No.7 Public Hearing & Resolution for Annual Levy. On\nMay 19, 2025, the City Council adopted a Resolution setting June 16, 2025 at 6:30 PM as the\ndate and time for the public hearing for the subject assessment district. There is no increase to\nassessment amount levied for this Fiscal Year from the prior year assessment. The proposed\nassessment amount of $693.26 per parcel is at the maximum allowable assessment for the\nDistrict.\nRecommendation: That City Council adopt the attached Resolution, providing for the annual\nlevy for Fiscal Year 2025-2026.

On\nMay 19, 2025, the City Council adopted a Resolution setting June 16, 2025 at 6:30 PM as the\ndate and time for the public hearing for the subject assessment district. There is no proposed\nincrease in the assessment from last yearâs levy. It is proposed to set the levy at the 1996-97\napproved full yearâs assessment of $249.70 per parcel.\nRecommendation: That City Council adopt the attached Resolution, providing for the annual\nlevy for Fiscal Year 2025-2026.

16. Maintenance District No. 84-1M Public Hearing & Resolution for Annual Levy. On May 19,\n2025, the City Council adopted a Resolution setting June 16, 2025 at 6:30 PM as the date and\ntime for the public hearing for the subject assessment district. The 2025-2026 assessment is\nproposed to remain at the same level since 1992. It is proposed that there will be no change in\nthe levy from the previous thirty years ($8.00 per parcel).\nRecommendation: That the City Council adopt the attached Resolution, providing for the\nannual levy for Fiscal Year 2025-2026.\nDISCUSSION CALENDAR

17. Annual Partnership Agreement with the La Verne Chamber of Commerce. The La Verne\nChamber of Commerce is proposing a new Partnership Agreement for a 12-month term from\nJuly 1, 2025, through June 30, 2026. Staff is proposing to reduce the financial subsidy from last\nyear from $45,000 to $40,000 for various services and programs which would benefit the La\nVerne business community.\nRecommendation: As recommended by the City Council Chamber Liaison Committee, that the\nCity Council approve a Partnership Agreement with the La Verne Chamber of Commerce for\nJuly 1, 2025, through June 30, 2026.

18. Resolution Adopting the Fiscal Year 2025-26 Budget. The City operates on a July 1st to June\n30th fiscal year and is required to have a balanced budget adopted prior to entering the new\nFiscal Year. The City Council will consider a final budget in which ongoing expenditures exceed\nongoing revenues, but it is operationally balanced through the use of one-time funds. Total\nGeneral Fund expenditures are proposed at $49,951,566 with total appropriations (all funds) at\n$99,223,658. In addition to approving a final budget, the City Council is asked to adopt a\nResolution to formally approve the Fiscal Year 2025â26 budget.\nRecommendation: That the City Council adopt a resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LA VERNE, CALIFORNIA, ADOPTING A BUDGET FOR\nTHE 2025-26 FISCAL YEAR," approving the Fiscal Year 2025-26 Operating Budget and\nappropriating $99,223,658 to cover expenditures across all funds.

19. Citywide Tree Maintenance and Arborist Services Award of Contract. The City initiated a\nRequest for Proposals (RFP) process to select a qualified contractor for annual, comprehensive\ntree maintenance and arborist services. This includes routine trimming, removals, planting,\nemergency response for City-maintained trees, and professional arborist work such as tree\nhealth assessments and risk evaluations. After evaluating written proposals and conducting\ninterviews, staff is recommending a contract award to West Coast Arborists, Inc.\nRecommendation: That the City Council authorize the City Manager to execute a Professional\nServices Agreement, and any amendments related hereto, with West Coast Arborists, Inc., for a\nterm of five (5) years commencing July 1, 2025, at prices proposed, in an amount not to exceed\n$450,000 annually, for citywide tree maintenance and arborist services.

20. Resolutions Establishing the Active Transportation and Public Infrastructure\nCommission, Finance Commission, and Parks and Recreation Commission and\nAmending the Conflict of Interest Code. This item formally adopts resolutions establishing\nthree new advisory commissions approved by the Council on May 5, 2025, for Finance, Active\nTransportation & Infrastructure, and Parks & Recreation, each requiring a resolution to define\nresponsibilities and updating the City's Conflict of Interest Code to include these new bodies.\nRecommendation: That the City Council:\n1. Adopt resolutions approving the Active Transportation and Infrastructure Commission,\nFinance Commission, and Parks and Recreation Commission; and\n2. Approve a resolution amending the Conflict of Interest Code to add/delete Commission\nmembers as required.

Adoption of a Resolution, as required by the California\nTransportation Commission, designating the Annual Pavement Management Program as the FY\n2025-26 project funded by Senate Bill 1 funding, the Road Repair and Accountability Act of\n2017.\nRecommendation: That the City Council adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, ADOPTING A PROJECT LIST FOR\nFISCAL YEAR 2025-26 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT\nOF 2017," approving the proposed SB 1 project list, designating the Annual Pavement\nManagement Program as the Fiscal Year 2025â26 project.

5.\nAdoption of a Resolution Authorizing One-Year Extensions to Annual Maintenance\nServices Agreements for Fiscal Year 2025-2026 Related to Public Works Services. The\nCity has historically entered into annual maintenance service agreements with various trade\ncontractors to provide specialized maintenance services in support of Public Works operations.\nAt the close of each fiscal year, a review of each of these agreements is conducted to determine\nwhich require one-year extensions, incorporating any inflationary adjustments proposed by the\ncontractors.\nRecommendation: That the City Council adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, AUTHORIZING ANNUAL CITY\nAGREEMENTS FOR FISCAL YEAR 2025-26 FOR PUBLIC WORKS AND COMMUNITY\nDEVELOPMENT RELATED SERVICES," approving amendments to the annual City\nmaintenance services agreements related to Public Works and Community Development\nservices and authorizing the Mayor and Deputy City Clerk to execute the amendments to the\nagreements as listed in the Resolution.

Operation and Maintenance Community Facilities District No 90-1 (O&M CFD 901), a special tax district within the La Verne Industrial Specific Plan, requires the City Council to\nauthorize the levy annually. Exhibit âAâ of the attached resolution lists the properties and their\nrespective levy amounts included in the district.\nRecommendation: That the City Council adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, DETERMINING SPECIAL TAX FOR THE\n2025-26 FISCAL YEAR (COMMUNITY FACILITIES DISTRICT NO. 90-1 â LA VERNE\nINDUSTRIAL SPECIFIC PLAN)," levying a special tax for the 2025-26 Fiscal Year, increasing\nthe rate by 3.0% to address the cost of living increase based on the annual consumer price\nindex ending March 2025.

7.\nCommunity Facilities District No. 11-1; Special Tax Levy Fiscal Year 2025-26. The City\nCouncil, on an annual basis, must authorize a tax levy for Community Facilities District No. 11-1\n(CFD No. 11-1), a special fire tax for buildings three stories (thirty-five feet) and above or with\nfire flows of 3,500 gallons per minute or more, which was first established in 2011. Per the\nenabling Ordinance, the levy will be increased by 3.0% for FY 2025-26.\nRecommendation: That the City Council adopt a Resolution titled, "A RESOLUTION OF THE\nCITY COUNCIL, CITY OF LA VERNE, CALIFORNIA, DETERMINING SPECIAL TAX FOR THE\n2025-26 FISCAL YEAR (COMMUNITY FACILITIES DISTRICT NO. 11-1)," levying a special tax\nfor Fiscal Year (FY) 2024-25 within Community Facilities District No. 11-1, increasing the levy by\n3% as called for in Ordinance No. 1023.

8.\nBond Reduction Consideration for Tract Map No. 83604 (2820 Amherst Street). KB Home\nGreater Los Angeles Inc., the developer of the 5.57 acre site located at 2820 Amherst Street\n(Tract Map No. 83604), a 42 unit detached single family residential project, has requested to\nreduce bonds that were established with the approval of the final map for the project on\nSeptember 19, 2022.\nRecommendation: That the City Council authorize the reduction of the bond amounts for the\nPerformance Bond and the Labor & Materials Bond to approximately 10% of each original value\nand authorize City Staff to release the remaining portion of the bonds valued one year after this\naction.

9.\nResolution for FY 2025-26 Appropriations Limit. Every year, the City must adopt the annual\nappropriations limit for expenditures paid by tax proceeds, consistent with the requirements of\nCalifornia law. Appropriations financed by service fees, grants, and other non-tax revenues are\nexempt.
